Once RTOs receive registration, they must oversee many aspects such as annual declarations, AVETMISS reporting, and marketing compliance. Of all these duties, validation is frequently the most daunting.
We've covered validation in many articles, but it's worth re-examining. ASQA defines it as a quality review of the assessment procedure.
Validation is the process of confirming accurate areas in an RTO's assessment process and pinpointing elements for improvement. With a correct understanding of its components, it’s less daunting.
According to SRTOs 2015 Clause 1.8, RTOs must ensure that their assessment systems, including RPL, comply with training package requirements and adhere to the Principles of Assessment and Rules of Evidence.
As per the standards, two kinds of validation are required.
The initial validation type checks that your RTO's assessments align with the training package requirements.
The second validation ensures assessments are conducted according to the principles of assessment and rules of evidence.
Thus, validation is performed both prior to and following the assessment. The first type, assessment tool validation, is the focus here.
Understanding the Two Types of Assessment Validation

As mentioned earlier and in our earlier blog entries, validation is divided into two parts: (1) assessment tool validation and (2) post-assessment validation.
Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.
On the other side, post-assessment validation pertains to the implementation, requiring Registered Training Organisations to adhere to the Principles of Assessment and Rules of Evidence.
Here, we will concentrate on assessment tool validation.
Conducting Assessment Tool Validation
Having discussed the two types of validation, let’s delve into assessment tool validation.
Timing for Conducting Assessment Tool Validation
The aim of assessment tool validation is to ensure that all elements, performance criteria, and performance and knowledge evidence are covered by your assessment tools.
This means that whenever new learning resources are acquired, you must perform assessment tool validation before student use.
You don’t need to wait until your next 5-year validation schedule. Immediately validate new resources to ensure they’re ready for student use.
Nevertheless, this isn't the only occasion for this type of validation. Conduct assessment tool validation when you:
- resources get updated
- adding new training products on scope
- course is reviewed against training product updates
- your risk assessment includes identifying your learning resources as a risk
ASQA applies a risk-based approach to regulate RTOs, expecting regular risk assessments. Hence, student complaints about learning resources are a good opportunity for assessment tool validation.

It's important to remember this validation ensures that all learning resources are compliant before use. All RTOs need to validate resources for each unit.
What You Need for Assessment Tool Validation
Learning Resources
For validating your assessment tools, you will need the full array of your learning resources:
Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.
Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item are present. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – such as checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are suitable for the assessment task and address unit requirements.
Panel of Validators
Clause 1.11 outlines the requirements for validation panel members, noting that validation can be done by one or more people. Typically, RTOs require all trainers and assessors to attend and may invite industry experts.
Your validation panel, as a group, must possess:
Vocational competencies and current industry skills applicable to the unit being validated
Recent knowledge and skills in vocational teaching and learning
Any one of these training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an updated successor
Validation instrument/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
Having a validation tool supports the validation process and documentation. It simplifies understanding how each assessment item maps to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates can be found online. These tools often have validators review the tools as a whole to verify if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.
We strongly recommend using a more detailed template to inspect each unit requirement and the assessment items that map to them. Here is an example:

Assessment Basic Principles
Fairness – Does the assessment process provide equal opportunity and access to everyone?
Flexibility – Are different options provided in the assessment to demonstrate competence based on individual needs and preferences?
Validity – Does the assessment evaluate what it is meant to evaluate? Is it a valid tool for measuring the required skill or knowledge?
Reliability – Will the assessment yield consistent results each time, regardless of the trainer? Will different assessors make the same decision on skill competence?
Evidence Core Rules
Validity – Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence adequate to ensure the learner has the required skills and knowledge?
Authenticity – Is the assessment tool proving that the work is the candidate’s own?
Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?
Although these are regularly covered in VET professional development and nationally recognised training, numerous tools still struggle to meet these requirements.
To prevent using learning resources that overlook some unit requirements, make sure to follow these guidelines:
Practice What You Preach
Focus on the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:
Complete each of the following actions at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication as per service and regulatory requirements:
changing diapers
prepare bottles, bottle-feed babies and sanitize equipment
solid food preparation and feeding babies
appropriately respond to baby signs and cues
prepare and settle babies for rest
monitor and support physical exploration and gross motor skills appropriate for the age
Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. All or Not Competent
Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What information can be included in a work package?
Possible answers may include:
Needed materials
Applicable costs
Activity length
Specified roles and responsibilities
When an assessment item requires multiple answers, specify how many answers a student must provide. This way, your assessment remains reliable, and the evidence collected is valid.
The same applies to assessment items with double-barrelled questions or those asking for multiple answers simultaneously. These can confuse both students and assessors, as shown in the sample question below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers can include, but are not limited to:
Weather conditions – work area isolation, engineering controls, personal protective equipment
Work area and ground conditions – eliminating hazards, isolating, engineering
People – isolation, use of engineering controls, administration
Structural hazards – substitution, isolation, engineering controls
Chemical hazards – isolation, engineering, administration
Equipment or machinery – isolation, engineering, administration
Avoiding double-barrelled questions makes it simpler for students to respond and for assessors to accurately judge competence.
Given these requirements, you might think, “Don’t learning resource developers provide audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This impacts your compliance history, so it’s wiser to take the safe and compliant route.
